The Finance Department of the Public Entity Saba took part in the Financieel Beheerdagen BES 2025

The Finance Department of the Public Entity Saba took part in the Financieel Beheerdagen BES 2025, held on December 2–3, 2025 in St. Maarten. This annual gathering brings together finance teams from the BES islands and representatives from the Dutch ministries to exchange knowledge and strengthen public financial management across the Caribbean Netherlands.

Saba was represented by Maureen van der Kaap-Hassell, Head of Finance, and Iesha Simmons, Coordinator Planning & Control. 

Over the course of two days, participants engaged in constructive discussions and presentations on several important topics, including:

    Exploring ways to enhance cooperation and support between the islands’ finance teams.

  • General reserves and financial frameworks
    Sharing insights on approaches to managing reserves and long-term financial sustainability.

  • Public investment processes
    Reviewing current practices and strengthening coordination around investment procedures.

  • Funding practices and financial allowances
    Discussing how various types of funding are applied within the BES context.

  • Structural vs. incidental personnel financing
    Addressing challenges related to staffing and long-term budget planning.

  • Upcoming revisions to the BBV-BES and FinBES
    Reviewing planned updates to legislation and exploring how these changes may support improved financial governance.

  • Publication of the new financial overview for the BES islands
    Noting the release of an updated financial overview by the Ministry of BZK.

The event offered a valuable platform for networking, sharing experiences, and strengthening the professional community of finance practitioners in the Caribbean Netherlands.

Head of Finance Maureen van der Kaap-Hassell noted that the sessions were “an excellent opportunity to further align financial management standards across the islands and to strengthen our shared commitment to transparency and good governance.”  Planning & Control Coordinator Iesha Simmons highlighted the value of connecting with colleagues across the region, saying, “Collaboration like this helps us innovate and continuously improve how we plan and manage our public finances.”
