Permits required for building and demolitions

One of the most charming aspects of Saba is its architectural style, reflecting certain traditional design elements. Red roofs, white walls and the signature green shutters create a look that makes Saba special.

Preservation of this aesthetic is just one part of the building regulations on Saba. These regulations also ensure that buildings meet safety standards and provide pleasant interior spaces with ample daylight and ventilation. Another important aspect is the impact of the building on its surroundings, such as sufficient space between buildings and the roadway.

Whether you are interested in starting a new building, would like to make changes to an existing structure, or plan on demolishing a building, you must submit an application via the Department of Infrastructure and Spatial Planning (ISP) in order to get a permit.

When do I need a permit?

a. Building a new building (residence, business, etc.)
b. Making changes to an existing building (e.g. an extension, major renovation, structural changes)
c. Demolishing a building

Smaller projects, such as interior painting and minor repairs do not require a permit. However, if you are unsure what may or may not require a permit, it is always best to check with the ISP department.

How to apply for a permit?

  1. Fill in the form which can be found here or can be picked up at the ISP department.
  2. Collect all necessary information and documents as listed on the form.
  3. Submit the form and additional documents either via email to planning@sabagov.nl or in person at the Department of Infrastructure and Spatial Planning in The Bottom during office hours.
     

What happens next?

a. The permit request is added to the public register, which allows all residents of Saba and those living abroad to see which permits are requested.
b. Once all the relevant documents have been submitted, ISP will make an assessment and advise the Executive Council whether the request should be granted or denied.
c. The Executive Council will share the decision with you directly. If the permit is granted, you will also receive an invoice for the permit fee.
d. The permit fee for construction costs less than USD 100,000 is USD 500. For costs over USD 100,000 the fee is USD 1000.
e. Although ISP tries to process permit requests as quickly as possible, this process can take up to 16 weeks or, if necessary, can be extended to 24 weeks.

What can I do if my permit is denied?

a. You can appeal or object to this decision within six weeks. You may be asked to revise your plans and resubmit your application.

Why do I need a building permit?

The purpose of a building permit is to ensure that all structures meet essential safety standards to protect you, your family, and your neighbors. It also ensures certain livability, aesthetic and quality standards are upheld while assessing the possible impact on the surrounding areas. Additionally, a building permit helps you comply with local laws so you may avoid fines or potential legal issues.

An inventory of construction activities on the island is currently being conducted. If construction occurs without a permit, the owner will receive a notice requesting them to submit a building permit application.
