This document, according to Commissioner Zagers, is a living document containing comprehensive plans for the progress of the island, which also takes into consideration important factors for Sabans and their needs. It covers topics such as economic development, sustainability and good governance. Island Council Members Charles and Matthew highlighted the need for a regular reporting cycle to ensure transparency and to determine that targets are being met.
Additionally, the Island Council Members agreed to the Memorandum of Understanding between the Island Councils of Saba, Sint Eustatius and the Parliament of Sint Maarten. This MoU aims to enhance cooperation amongst the three islands, providing a framework for further collaboration in various fields and promoting continuous dialogue and reviewing progress. Both the Island Council and the Executive Council emphasized their wishes for strengthening regional collaboration.
The proposed statutes for the Saba Educational Foundation were also adopted. For improved supervision, a new governance model has been structured shifting from a one-tiered to a two-tiered board. This consists of Marco de Vries as Managing Director, and a supervisory board of Chair Devi van Groningen, Vice-chair Quirine Hakkaart, Theo Telting and Hansko Broeksteeg.
The first budget amendment of 2025 was approved, which includes a report on first-quarter activities and most importantly, incorporates recommendations from the CFT. The Island Council commended the Finance Department for their hard work.
Alcohol Abuse & Community Safety
Island Council Member Peterson brought attention to the issue of alcohol abuse and its effects on our community, citing KPCN reports showing that instances of violent crime on Saba have been linked to alcohol and drugs. As Saba’s Carnival season approaches, Peterson questioned what preventative measures are in place and where residents can seek help.
Commissioner Heyliger indicated that the first line of care is Saba Cares, with referrals being made to Mental Health Caribbean or other support providers. Collaborative efforts between Public Health, Community Development and Culture, and Body, Mind and Spirit were also mentioned as plans are underway to further address the issue.
Other topics brought forward during this meeting centered around banking services, the updated PSO with Makana and continuity of the service, and affordable home ownership.
