Working Visit to St. Maarten Supports Preparations for Black Rocks Harbor

Recently Commissioner Bruce Zagers, accompanied by Harbor Master Travis Johnson and Domain Manager Malinda Hassell, conducted a working visit to IGY Marinas and Port St. Maarten Group in St. Maarten. The visit formed part of the ongoing preparations for the future operations and management of the Black Rocks Harbor on Saba.

During the visit to IGY Marinas, the delegation discussed various aspects related to marina and harbor management, including operational structures, security and International Ship and Port Facility Security Code (ISPS), berth management, commercial considerations, and the services and expertise that could support the development of Black Rocks Harbor.

IGY Marinas is an international marina management company with experience in the management and operation of marinas and superyacht facilities. The meeting provided an opportunity for the Saba delegation to gain practical insight and discuss how this experience could be relevant to the future operation of Black Rocks Harbor.

The delegation also visited Port St. Maarten Group, where a site inspection of the commercial pier and cargo areas was conducted. Discussions focused on port operations, security arrangements, and ISPS-related matters. Port St. Maarten Group also expressed its willingness to share its experience and provide advice as Saba further develops its approach to harbor security.

The working visit is part of the Public Entity Saba’s efforts to gather relevant expertise and practical experience as preparations continue for the operational phase of Black Rocks Harbor.
