- St. John’s Gym Demolition Waste: Questions were raised by ICM Peterson about responsible disposal of waste coming from the demolition of the St. John’s Gym. Commissioner Zagers confirmed that materials will be reused where possible or responsibly recycled, including storage and crushing of concrete, recycling of glass and metal. Granted the high winds in the St. John’s area, precautions will also be taken when demolition takes place.
- Rising Shipping Costs: Due to the recent increase in shipping costs, ICM Charles suggested the development of a formal document outlining expectations for inter-island transportation and pricing structures, which can be used as a reference when engaging various ministries.
- Price Transparency: ICM Matthew inquired about the plans for price transparency and its enforcement. Commissioner Zagers confirmed a final draft has been prepared, with implementation planned for November 1. An information market will be held to inform the Island Council further.
- Mobility and Parking Challenges: With more cars being present on the island, parking and traffic challenges have increased. Questions were raised on how various plans, including the upcoming Spatial Development Plan, will address these issues.
- Car Wreck Disposal: An update was given by Commissioner Zagers that all metal at the Waste Facility is expected to be baled by the end of July.
Joint Letters
The Island Council supported two joint letters resulting from the recent BES Summit:
- WolBES/FinBES Legislation: This letter highlights concerns over the exclusion of the BES islands in legislative decisions, invoking the tool to mark legislation as controversial. The islands call for inclusivity, respect and transparency.
- Crime and Public Safety: Addressed to the Minister of Justice and Security, the letter calls for urgent action in response to rising crime, underlining the need for increased enforcement capacity, community engagement, and youth programs to restore public safety.
Motions Passed
The Council passed three motions:
- Honoring Captain John Esmond Matthew Levenston: A motion brought forward by ICM Every to recognize the late Captain Levenston for his visionary contributions to Saba’s healthcare, education and infrastructure. A commemorative bust will be unveiled at the airport, with a target date of Saba Day. Amendments include the development of a Cultural Legacy Framework to guide future recognitions.
- Support for Children with Disabilities: A motion calling for a comprehensive feasibility study to be done by August 15 to assess current services for children with disabilities or special needs on Saba. The motion was also presented by ICM Every.
- Strengthening Public Health Referrals: This motion, brought forward by ICM Mattthew, aims to formalize tracking of complaints, designate a public health representative for anonymous reporting, and improve monitoring and transparency in off-island medical referrals. Amendments called for ensuring alignment within legal standards and operational capabilities.
