- Saba Renovation Grant 2025: ICM Peterson raised concerns about transparency surrounding the project plan, assessment criteria, and public awareness. Commissioner Heyliger confirmed the project plan will be shared with the Island Council and additional information will be provided to the public to clarify the criteria and grant process.
- Community Development & Culture Policy Plan 2025–2028: Council members emphasized the need for formal Island Council approval given the plan’s wide societal impact.
- Black Rocks Harbor Project: ICM Matthew questioned workforce size, housing plans, and engagement with local contractors. Commissioner Zagers stated that 125–140 workers are expected on a phased basis. Container housing facilities are planned at Cattle Plantation, and necessary building permits have been requested.
Local contractors will be engaged where possible, and all standard entry requirements (e.g., police records) remain in place despite a fast-track process with the IND. The contractor is expected to minimize pressure on local services (supermarket, restaurants, etc.) and security partners, including KPCN, are regularly updated.
- Juliana Sports Field Renovation: ICM Matthew called for the maintenance plan to be shared and stressed the importance of community input in the planning process.
- ATM Invoices and Banking Services: Concerns were raised about the delayed payments, which were later attributed to late invoicing, and the ongoing inconsistency of banking services on the island.
Presentation of the 2024 Year Report
Commissioner Zagers presented the 2024 Year Report, highlighting a continued need for structural financial support. The audit showed improved digitalization of procedures and oversight, while noting some other areas for improvement. ICM Matthew echoed concerns repeatedly flagged by auditors, particularly in subsidy oversight to external organizations. Commissioner Zagers noted that efforts are underway with the Ministry of BZK to further professionalize foundations on the island, which will assist with subsidy oversight.
