Questions however did arise from Island Council Member Vito Charles regarding the accessibility and readability of the budget document for the general public, aimed at promoting transparency and ensuring that residents have a clear understanding of the budget.
ICM Charles also raised the ongoing issue of connectivity, noting the recent discussions on social media related to the rising cost of airfare. Commissioner Zagers affirmed that the matter has the full attention of the Executive Council and the relevant ministries. Zagers also noted that exit surveys will be conducted at the airport to support refinements to the draft Public Service Obligation (PSO), which is still under development.
Motion on Travel and Per Diem Allowances
Island Council Member Julio Every introduced a motion calling for the unification of travel and per diem allowances. The proposal referenced Executive Council Decision No. 154/2011 of February 24, 2011, which is the current framework for allowances.
“Fragmented policies cause inequality, administrative complexity, and public perception concerns,” said Every.
His suggestion was to establish a unified framework for both the Executive Council and civil servants to enhance transparency and fairness. He further proposed that the Island Council adopt its own dedicated travel ordinance, in accordance with WolBES requirements.
Governor Johnson clarified that motions are not binding instructions for the Executive Council and explained the distinct roles of both bodies - where the Island Council sets the broader framework and the Executive Council carries out its responsibilities within that framework. ICM Charles also questioned the necessity of the motion, requesting more information about its financial implications and evidence of shortcomings in the current system. He maintained that any reform should begin with the Island Council itself.
Voting resulted in a two–two split, with the WIPM faction voting against and the PEP faction voting in favor, leading to a stalemate. Recommendations were made for the Island Council and Executive Council to meet jointly to further discuss the matter, with the possibility for the motion to return to the floor of a future Island Council meeting.
